Kyiv should review provisions of Strategic Defense Bulletin - director of NATO Liaison Office

 NATO recommends that Kyiv review the provisions of the Strategic Defense Bulletin, taking as a basis the principles of priority and realism, Director of the NATO Liaison Office in Ukraine Alexander Vinnikov has said.

He said at a meeting of the Reforms Committee at the Ukrainian Defense Ministry on Tuesday, January 23, that NATO recommended that Ukraine revise in the near future the provisions of the Strategic Defense Bulletin with the involvement of all foreign advisors and stressed the need to carefully consider all the provisions of this document so as to make it an effective tool for managing the reform process. Vinnikov said that and the guiding principle of such a revision in 2018 should be the transparency of prioritization and achievements, as well as realistic implementation of provisions.

At the same time, Vinnikov noted Ukraine's progress in almost all directions of defense reform in 2017. He said that the main focus of the reform was on the creation of fundamental rules, concepts and documents and that the new organizational units were created at the Defense Ministry and the General Staff, which is a typical process for the reforms conducted in NATO member countries. NATO believes that it is necessary to carry out further work to determine their tasks and the sphere of responsibility, he said.

Vinnikov also added that NATO proposed holding a joint discussion of the process on the restructuring of the units of the Defense Ministry and the General Staff.
